Governance before technology. Structure before retrieval.
Clearline rests on a single thesis: AI cannot deliver reliable answers over an unreliable corpus. The methodology builds the corpus first, then the practitioner surface, then the conversational layer. Each pillar is engineered to be retrievable by the next.
The thesis
Most enterprise AI failures in the PMO are not model failures. They are content failures. Clearline reframes the problem: the AI tool is the last layer, not the first. What sits underneath determines whether the AI tool is a useful colleague or an expensive liability.
The three pillars
Clearline is delivered in three integrated components. Each can be licensed independently. The sequence below is the only sequence that produces an AI-ready PMO.
Framework
A structured policy library written in legal-document format. Ten Titles. Numbered sections. Cited authority. Designed to be read by people and parsed by machines.
Framework detail →PMO Delivery Desk
A SharePoint-based practitioner site. Content authored in JTBD format. Every task page cites its underlying policy. Built to be the place practitioners go before they ask the agent.
PMO Delivery Desk detail →Agent
A Copilot Studio conversational agent indexed against the framework and the PMO Delivery Desk. Returns cited answers. Knows what it does not know. Routes practitioners to the source.
Agent detail →Why the sequence is non-negotiable
An AI tool indexed against fragmented or contradictory policy will return fragmented or contradictory answers. A PMO Delivery Desk built without underlying policy will drift toward opinion. Framework first means the corpus is canonical. Delivery Desk second means practitioners have a structured surface. Agent third means the agent retrieves over content that was engineered to be retrievable.
Reverse the order and the system fails predictably. We have not seen an exception.
What you get
- A licensed copy of the Clearline framework structure with placeholder content for your environment
- The PMO Delivery Desk pattern, tested against enterprise SharePoint deployments
- The Agent pattern, including topic structure, prompt design, and retrieval rules
- Implementation guidance and migration tooling sized to your tier
The methodology is the product. The product is the methodology.
Clearline is not consulting with deliverables. It is a system that reproduces.
